If someone told you it all has to be replaced

Ask them whether they can work on what you have. Most IT companies today have never terminated a 66-block or traced an analog pair, so a full rip-and-replace is not a recommendation — it is the only thing they are able to sell. Keeping a working system running is a legitimate answer, and so is moving one department at a time over a year rather than the whole building over a weekend.

There are good reasons to move to VoIP. Carrier costs on old circuits, hardware that cannot be sourced any more, or staff who need to work from anywhere. Those are worth acting on. Being told your system is old is not, by itself, one of them.
