Cameras are computers on your network
They run firmware, they are rarely updated, and a great many of them ship with credentials that never get changed. Dropped onto a flat network they become the easiest way into everything else. Putting them on their own segment costs nothing at install time and is close to impossible to retrofit once eighty cameras are mounted and working.
The other thing worth settling early is retention. How many days of footage you must keep drives storage, and storage drives a large share of the cost. Guessing high wastes money; guessing low means the footage you need is already gone by the time anyone asks for it.
